Looking to grow its competitiveness in rural markets, Carolina West Wireless needed to implement a next-generation customer management and billing platform. And it did just that with ENABIL software. The case study was the subject of an interesting partner session at last week’s B/OSS Live!
CWW was formed in 1991 and is headquartered in Wilkesboro, N.C. It operates 213 cell sites in 10 counties in the state and covers approximately 600,000 people. Its competitive strength lies in the fixed minute and unlimited packages for calling, and it wanted to focus on growing market segments within the footprint that are adding population, like Hickory, N.C. Its biggest competitor is U.S. Cellular, but it also runs into AT&T Inc. and Verizon Wireless. And it soon found that its inability to deploy new products quickly was hampering ability to compete.
CWW thus needed a full-service, convergent billing platform that offers an open architecture and a configurable, high-speed rating engine, allowing CWW to quickly launch new products and services while offering a suite of self-service options for customers to enhance their overall experience with their service provider. It wanted to enable customers to react quickly to new product and service promotions, change their rate plans, upgrade their handsets and take control of their services.
ENABIL is providing CWW with end-to-end customer care including collections management, real-time credit checking, real-time order creation & service provisioning, multiple payment processing options, flexible rating architecture and dynamic invoice generation. The platform was developed using Oracle Communications Billing and Revenue Management system as its backbone.
CWW decided on a fully hosted offering, both in order to access a myriad of different skills on the people side that it would not now need to hire and train but also because of the ability to go quickly to market. It was a six-month project, start to finish, for a full conversion from existing applications. ENABIL walked through all the details of the conversion, including cost-savings and challenges, during the session.
