Arizona is the fifth state to approve the sale of Verizon landlines to Frontier Communications, which is an $8.6 billion deal. Ohio, South Carolina, California and Nevada have previously given the companies the go-ahead.
Frontier announced in May 2009 its plans to acquire Verizon's local wireline operations serving residential and small-business customers in predominantly rural areas and small to medium-sized towns and cities in 14 states.
The deal is still awaiting clearance from regulators in four other states, as well as the FCC. It is expected to be completed in the second quarter of 2010.
